Climate Emergency Development Plan Document (DPD) - next consultation stage

In April 2020, Cornwall Council's planning team published the first stage of consultation on the Climate Change Development Plan Document. This was known as the scoping stage. Following feedback at scoping we have changed the title to the Climate Emergency DPD to reflect the importance of this work. We are now moving to the next stage of public consultation known as the pre-submission stage. This consultation runs from 10 August until 25 September.

The Climate Emergency DPD team has used the evidence gathered at scoping to develop a series of draft policies for the DPD. Cornwall has a significant opportunity to help reduce carbon emissions through renewable power generation. As part of the pre-submission stage, we are undertaking a study to identify locations that might be suitable for wind turbines and other renewable energy sources (for clarification, all would still require the grant of planning permission in the normal way to proceed). This is being undertaken via a renewable energy study that maps the best areas for wind speed and then applies various constraints (including landscape sensitivity, proximity to residents and infrastructure, protected wildlife sites and World Heritage Sites) to identify broad areas for allocation. We will also take into account relevant Neighbourhood Planning policies. This will be subject to consultation later this year.
