Cornwall Council basics Cornwall Council is the unitary authority responsible for local government for the whole of Cornwall. It was formed in April 2009 from the amalgamation of the county council and the 6 district councils (Penwith, Kerrier, Carrick, Restormel, North Cornwall, Caradon). The first elections for Cornwall Council were held on 4 June 2009. There are 123 Cornwall Councillors. The status and roles of parish and town councils were unchanged by the formation of the unitary council. On 4 May 2017, all seats on Cornwall Council were contested in elections.
